History

The economic survey that led to the birth and organization of the CORDILLERA BASIC SECTORS TRANSPORT COOPERATIVE (CBSTC) started on September 4, 2017 when TASK FORCE EO220 and the Cordillera Basic Sectors Congress conducted Provincial Federalism Summit in all the Provinces of the Cordillera Administrative Region headed by former Director of the Cordillera Executive Board-Cordillera Administrative Region (CEB-CAR), former Director and Secretary General of the Social Reform Agenda-CAR (SRA-CAR), and former Director of the Department of Agrarian Reform (DAR) JUDE G. WAL.

Chairman Jude G. Wal, alongside the volunteers of the Basic Sectors, spearheaded the conduct of Barangay and Municipal sectorial consultations, and provincial and city summits on federalism in the provinces of Abra, Apayao, Benguet, Ifugao, Kalinga, and Mountain Province as these comprises the Cordillera Administrative Region (CAR). The said summits and consultations are relative to the reactivation of CAR Bodies—1) CORDILLERA EXECUTIVE BOARD (CEB) which is the development body and implementing arm of the Region, and 2) CORDILLERA REGIONAL ASSMEBLY (CRA) which is the policy making body—as a mechanism towards the immediate operationalization of the vision of President Rodrigo Roa Duterte for Federalism, one among the five pillars of his campaign promise that elected him to the Presidency. On October 12, 2017, Chairman Wal convened a Regional summit on Federalism at the Cordillera homes-Saint Francis subdivision located in Windy Hill, Poblacion, Buyagan, La Trinidad, Benguet. The event happened as a result of the Barangay, Municipal, and Provincial consultations on Federalism. Herein started the need of transportation. Delegates coming from the provinces of Abra, Benguet, Ifugao, Kalinga, and the City of Tabuk complained about the ineffective, inefficient and dilapidating transport system our country has. As conversations about the country’s public transport system lingered, the delegates reminisce their experiences travelling in and around our country, which to them have been difficult and gruelling, thus the need to be reformed. Chairman Wal and the group then decided that one of their projects would be to reform our dilapidating transport system.

A. NEED FOR AN EFFECTIVE AND EFFICIENT PUBLIC TRANSPORT SYSTEM IN THE CORDILLERAS.
Realizing that the lack of an effective and efficient public transport system in our country is a major issue where our economic progress relies on its effectiveness and efficiency, the group decided to approve the proposal of Chairman Wal for the creation of a transport cooperative that is owned and managed by the sectors, thereby passing a resolution supporting the immediate implementation of the government’s Public Utility Vehicle Modernization Program (PUVMP) under the DOTr Memorandum 2017-11 considering the experiences of the group during the duration of all the Barangay, Municipal, Provincial and Regional Summits.
From November 25, 2017 to April 20, 2018, the group had been conducting economic transport surveys in the Provinces of Abra, Apayao, Benguet, Ifugao, Kalinga, and Mountain Province, and the Cities of Baguio and Tabuk.
B. MEETING OF THE PUVMP CHAMPIONS
After several meetings, Chairman Wal suggested to the group to visit and meet with Chairman Emmanuel C. Virtucio and Chairman Atty. Martin Delgra III of the Office for The Transportation Cooperative (OTC) and the Land Transportation Franchising and Regulatory Board (LTFRB) respectively.
Chairman Wal in his presentation to the above officers stated, “It is imperative to conduct transportation summit in all Provinces of the Cordilleras relative to the implementation of the Public Utility Modernization Program (PUVMP). To inform the public about the program is the key to its success as this will affect everyone.”
With Chairman Delgra impressed with Mr. Wal’s presentation quipped, “Dapat kayo ang priority na tulonggan dahil supportive kayo sa programa”. Also, Chairman Virtucio gave assurance to the group that his office would support the initiative to conduct transportation summit to put forward the program of President Duterte. He requested Mr. Wal to inform his office of the schedule of the transportation summits.
On April 23, 2018 with Chairman Virtucio’s support, the group initiated the First Regional Transport Summit held at Engineers Hill Covered Court, Baguio City.
Continuing their efforts to support the PUVMP, the group presented their position paper to OIC-Undersecretary Mark De Leon. He appreciated the efforts of the group and said that Secretary Arthur Tugade has the political will to implement the PUVMP. Usec. De Leon also told the group, “Your group should be commended and supported because other groups are opposing the PUVMP and are conducting rallies against it.” He futher requested for the group to inform his office of the schedule of the transportation summits so he can attend or send his representative.
C. FIRST DRAFT OF THE ARTICLES OF COOPERATION AND BY-LAWS
With the excitement of the group and having been assured support by OTC, LTFRB, and DOTr, Chairman Wal on December 12, 2017 drafted the Articles of Cooperation and By-Laws of the still unnamed Transport Cooperative and hosted a one-day session of a select group to ask for their comments, evaluation, and recommendation taking into consideration the inputs from the previous EO220 (Federalism) summits.
D. SECOND DRAFT OF THE ARTICLES OF COOPERATION AND BY-LAWS
The updated 2nd draft of the Articles of Cooperation and By-Laws was presented during a series of Provincial Transportation Summits in:
1. Bontoc, Mt. Province on January 20, 2018 hosted by Engr. Benedicto C. Faroden;
2. Paracelis, Mt. Province on January 29, 2018 hosted by Mayor Avelino Amangyen and Franklin Talawec;
3. Tabuk City, Kalinga on February 12, 2018 hosted by Walis Y. Ngayaan and group; and
4. Lagawe, Ifugao on February 18, 2018 hosted by Engr. Oliver P. Balajo and group.
Summits were also convened at the Cordillera Homeowners-Saint Francis Subdivision La Trinidad, Benguet hosted by Chairman Wal and group.
E. THIRD DRAFT, AND THE FIRST ORGANIZATIONAL MEETING AND FIRST SET OF VOLUNTEER OFFICERS.
First Set of Officers
On March 23, 2018, Chairman Wal called for the first organizational meeting of all volunteers and warriors held at the temporary office of OTC/DOTR at Buyagan, La Trinidad, Benguet. The group discussed and finalized the Articles of Cooperation and By-Laws of the would-be cooperative.

And, as the Cooperative progressed the First set of Volunteer Officers was given their permanent positions and took their Oath of Office as the Cooperative continued its Transport Summits throughout the Cordillera Administrative Region. Rudy Tuguinay, Wilfredo Gunaden, Brandy Bitalan, Franklin Talawec, Joey Alda Sr., Stephen Himmler Beray, and Reynald Talimbatog were also installed as the Provincial and District Managers in order to cater to all the Members of the Cooperative from the different Provinces of the Cordilleras.
The officers cum volunteers were incorporated in the final draft of Articles of Cooperation and By-Laws for submission to the CDA and OTC.
HOW THE COOPERATIVE GOT ITS NAME
While finalizing the Articles of Cooperation and By-Laws, Founder and Chairman Jude G. Wal explained that his involvement in many organizations and having hold different positions throughout his career in Government service, and having been active mainly in the socio-economic and political movement within the Cordillera Administrative Region (CAR) led him to decide that the main operations of the Cooperative should be in the Cordillera. He further explained that his long association with all Basic Sectors (Landless Rural Workers, Urban Poor, Indigenous People, Women, Children, Youth and Students, Senior Citizens, Persons with Disabilities, Non-Government Organizations, and Cooperatives etc.) opened his eyes to their struggles, urging him to help uplift their lives seeing that the establishment of the cooperative would help put up a better future not just for them but also for the next generation.
Decidedly to operate in the Cordilleras and to help the Basic Sectors as one of its goal, and seeing that the Public Utility Vehicle Modernization Program (PUVMP) of the Government as a stepping stone in helping them; thus the creation of the name ‘CORDILLERA BASIC SECTORS TRANSPORT COOPERATIVE.’
F. APPLICATION OF THE CORDILLERA BASIC SECTOR TRANSPORT COOPERATIVE FORMALLY SUBMITTED TO OTC FOR ACCREDITATION AND CDA FOR REGISTRATION

On January 25, 2018, the Office of Transport Cooperative thru OIC – Chairman Medel H. Afalla approved the Accreditation on The Cordillera Basic Sectors Transport Cooperative (CBSTC).

After the tedious process of conducting research, interview, validation, and transport summits, the group headed by Chairman Wal submitted five sets of the required documents at the office of CDA-CAR Regional Director Atty. Franco Bawang Jr. on May 12, 2018.

In a span of four months, a series of meetings between the CBSTC and CDA officers happened where they reviewed, evaluated, and validated the members of the Cooperative.

G. CDA APPROVES THE FIRST REGIONAL TRANSPORT COOPERATIVE IN CORDILLERA

On October 1, 2018, CDA-CAR Regional Director Atty. Franco Bawang Jr. informed Chairman Wal that their office thru Chairman Orlando R. Ravanera has approved the registration of the Cordillera Basic Sectors Transport Cooperative, being the first Regional Transport Cooperative in the Cordillera Administrative Region.

We operate Land Transportation Services of Any Kind like public utility bus, mini buses, public utility jeepneys, taxis, transportation network vehicle services, tourist transport services, etc., and to operate transport centers.

Area of Operation

The route coverage will be (inter-regional, inter-provincial, provincial and municipal routes) shall be from the Cordillera Administrative Region to any place or point of Luzon which includes Region I, II, III, IV-A, IV-B, V and NCR.

Membership

The membership of this cooperative comes from the Cordillera Administrative Region composed of the Provinces of Abra, Apayao, Benguet, Ifugao, Kalinga, and Mt. Province, and the Cities of Baguio and Tabuk.
